What is Pandering?
Pandering is charged in Colorado whenever a person induces a person to engage in prostitution, or knowingly arranges for a situation where a person could practice prostitution. It is similar to Pimping – C.R.S. 187-206, except with Pandering, a person's income isn't derived from the act of prostitution. The Fort Hood soldier most likely has been charged with Pimping as well, since he was the organizer of the ring and recruited women. Pandering ranges anywhere from a class 5 felony (if intimidation or menacing was used to coerce someone into prostitution), to a class 3 misdemeanor (when a person offers to arrange for a situation where someone could practice prostitution). The misdemeanor sentence is up to 6 months in the Denver County Jail, whereas the felony results in a prison term to the Department of Corrections of up to 3 years.

Prostitution is charged in Douglas, Arapahoe, or El Paso County whenever a person trades sexual acts for something of value. In some cases, money is the thing of value, but it doesn't necessarily have to be. Recently in Denver, men were placing Craigslist ads offering free rent to any women who wanted to live with them (they were obviously expecting sex). Prostitution is a misdemeanor offense. If a person is convicted of Prostitution, they could face up to 6 months in the Jefferson County Jail.
Who Runs Prostitution Rings? It's Not Always Who You Think
When people read stories about the uncovering of prostitution rings, they think of the classic pimp in a striped suit with shifty eyes. This is a stereotype.
