Because the teen made the video, he would be charged under subsection (b) and then possessing it to distribute is a charged under subsection (c).

A charge under subsections (b) and (c) is a class 3 felony in Jefferson and Adams County, punishable by 4 to 12 years in the Colorado Department of Corrections and registration as a sex offender.
